I went early in the morning, so there were only a few groups waiting, but by the time I left, there was a waiting line, so I guess it depends on your luck and the speed of the people crossing the suspension bridge.
Of course, the nearby parking lots fill up first, so if you don't want to waste your energy, you are right to head there early in the morning.
