It can be reached quickly from Tokyo via the Tomei Expressway.

 

 

 

By train or bus, shuttle buses are available from Shin-Matsuda and Kaisei Stations on the Odakyu Line or from Gotemba Station.

 

 

Be sure to check the schedule, as the number may be small except when a race is being held.

 

 

Personally, I recommend taking the Romance Car from Shinjuku to Gotemba Station and then taking the shuttle bus.
